Samoa Seeks Bidders for National Digital ID System

Samoa is inviting technology companies and system integrators to participate in the development of its National Digital Identification Information System through a virtual market engagement session scheduled for October 15. The Samoa Bureau of Statistics will host the online briefing from 9:30 to 11:00 a.m. local time to outline the project scope and procurement process.

The initiative, supported by funding from the World Bank through the Samoa Finance Sector Resilience and Development Project, aims to establish a modern digital identification infrastructure for the country. The bureau will lead the procurement effort, with a formal request for proposals expected to be issued in November following World Bank approval.

Officials are encouraging participation from system integrators, identity technology providers, biometric solution companies, and local information and communications technology firms. The information session will cover the National Digital Identification Act 2024, project requirements, and the procurement approach.

Companies interested in attending must register by October 14 at 5 p.m. Samoan time by emailing their organization details and up to two participant names to the bureau. The session will operate in a listen-only format, with questions accepted through chat functionality. Participants will receive access to the presentation materials and session recording afterward.

When released, the formal request for proposals will be accessible at no cost through Samoa's e-Tendering Portal, which will also serve as the submission platform. The bureau emphasized that attendance at the market engagement session will not influence future proposal evaluations, and all official clarifications will be managed through the formal procurement process.
